Public Health
Cadence provides expert advice on public health program management and design, national and local government engagement, and citizen engagement. We understand the structures that support high quality health outcomes by support integrated solutions to policy analysis and monitoring, citizen engagement and feedback, local and national government relationships, resource mobilization, nutrition and wellness, and insurance design.

Cadence is helmed by Taylor Williamson. Before Cadence, Taylor led donor engagement, growth, and proposal efforts at Abt Global and RTI International, raising over $400 million in grants and contracts. Over his 20 years in public health and development, he has partnered with dozens of nonprofit organizations, research institutions, and governments in the US and internationally to strengthen their ability to respond to, and execute, competitive awards in health and social services. He translates complex project designs, grant applications, and project success to storytelling impact.
Taylor is also a program manager and health systems strengthening expert. He managed four public health programs worth tens of millions of dollars, spanning nearly a dozen countries. He was the health governance lead for three health projects, where he led teams to address health governance challenges, including country programs to improve access to justice for people living with HIV, strengthen health sector decentralization, and assess health systems.
He previously worked in Rwanda, where he managed Global Communities capacity strengthening portfolio, working with nonprofits to improve their grant writing, strategic planning, program management, and advocacy skills. He has published several manuscripts and working papers on nonprofit capacity, stewardship, human rights, and accountability. He has a B.A. from Colorado College and an M.P.H. from Tulane University.
He’s worked in over two dozen countries, and is an avid runner, skier, and proud Tennessean.
